Weapons of Mass Destruction Training Program Level 2 (WMDTP L2 – Hotzone Forensic Management)

The WMDTP Level 2 is a cooperative program by the Counterterrorism Division of the Federal Law Enforcement Training Center, U.S. Department of Homeland Security and the Homeland Security Division of the U.S. Environmental Protection Agency. This program offers specialized training for those law enforcement personnel whose mission is to collect evidence within a radiological, biological, or chemical weapon of mass destruction threat or incident arena. Throughout the program, attendees will participate in a series of exercises related to this subject matter and will provide students with an opportunity to deal with realistic problem-solving issues. To receive a certificate of graduation, a student must successfully attend and participate in each segment of the program.

The program will heighten employee safety, reduce accidents, increase employee skills, precludes penalties, and increases productivity by providing a systematic program that ensures that personnel mitigating a radiological, biological, or chemical weapons of mass destruction threat or incident have the knowledge to properly perform crime scene management and evidence collection within the post incident hotzone.

  • WMD/Hazmat Terminology and Behavior
  • NFPA, OSHA Standards and the National Response Framework
  • Personal Protection Equipment Overview (Level A-B PPE)
  • Introduction to SCBA and Dress-Out Techniques
  • Technical Recon
  • Team and Plan Concepts
  • Chemical, Biological and Radiological Threats and Response
  • Air Monitoring and CBR Detection (Sample Point Detection)
  • Staging an Operation
  • Decontamination for the Technician
  • Decontamination Considerations During Trauma/Body and Evidentiary Recovery
  • Evidence collection of CBR Agents in the Hotzone
  • Sample Collection Packaging and Handling
  • Practical Exercise 

Prerequisites for Attendance

All attendees must either be Federal agents or officers or commissioned state or local police officers. All attendees must have successfully completed a Hazardous Materials Operations-Agency Specific training course (NFPA 472) or Hazmat Operations (29 OSHA 1910.120 (q)(6)(ii)) training course. Attendees will be required to pass a preliminary physical exam prior to the donning of any PPE. A mandatory OSHA Respirator Medical Evaluation must be completed by the attendee’s physician or agency health care provider and presented to the Program Health Specialist prior to training.

Additional Information

Travel

  • Official travel days are Sunday and following Saturday.

Special Equipment Needs

  • Hiking boots or equivalent footwear.  All participants will be required to wear an assortment of personal protective equipment for lengthy periods of time throughout the program.

Respirator Medical Clearance

  • Attendees to the Weapons of Mass Destruction Training Programs WMDTP Level 2 (Hot Zone Forensics Management) will be expected to wear an assortment of Personal Protective Equipment throughout their training. Specifically, the student attending the WMDTP Level 2 will be required to don permeable and non-permeable chemical protective over-garments, NIOSH-approved full-faced, negative pressure respirators with cartridge and Self-Contained Breathing Apparatus (SCBA).  The student will be required to wear such gear for long periods of time (1-4 hours a day) and while participating in several practical exercises.
  • The U.S. Department of Homeland Security’s Federal Law Enforcement Training Center requires the completion of the OSHA Respirator Medical Evaluation Questionnaire (FTC-SVC-24 Respirator Form) prior to any student attending such training as the Weapons of Mass Destruction Training Programs Level 2.
  • Please complete the OSHA Respirator Medical Evaluation Questionnaire and forward to your physician or agency health care provider for final completion.  The completed forms must be presented to the attending FLETC Safety/Health Specialist on the first morning of the first day of the program prior to commencement of training.

Training Dates

* Whiting Field NAS is a restricted facility and will require attendees to the program to be housed on station.
