The BELOW 100 is an awareness-based, impactful course focusing on preventing line of duty deaths where officers contribute to their own death through their actions. It’s been more than 65 years since the annual number of line-of-duty police deaths was fewer than 100. Law Officer's BELOW 100 initiative will change that by concentrating on areas that can most effectively save officers' lives. BELOW 100 is an awareness campaign, combined with a training program that will provide a commonsense solution to driving down a number that has remained too high for too long. BELOW 100 is not about statistics. It’s about each and every officer, trainer and supervisor taking individual and collective responsibility for the decisions and actions that contribute to safety. The five basic tenants of this program, combined with strong personal commitment, will reduce line of duty deaths across America to levels not seen since the 1940’s.
The Use of Force and Legal Aspects portion of this training will provide the law enforcement officer with an understanding of the legal and practical parameters for using force. It discusses basic concepts in use of force such as the constitutional standard in the use of force; factors that may cause unnecessary hesitation when an officer uses force; methods of overcoming unnecessary hesitation in use of force applications; fundamentals of documenting a use of force incident; articulation of human performance factors that impact use of force responses; critical elements of post-incident procedures; legal standards outlined in Graham v. Connor for the use of force during the seizure of an individual; when deadly force is objectively reasonable; legal issues associated with the use of intermediate weapons such as striking instruments and chemical sprays; elements of “qualified immunity” and when a law enforcement officer sued for excessive use of force is entitled to it.
Who Should Attend
Qualified applicants must be full-time, sworn law enforcement peace officers.
Attendees are responsible for all travel, lodging and meal expenses.
